摘要
对黄河"96·8"洪水分析成果进行总结,认为90年代以来黄河下游中常洪水多次出现历史最高洪水位,是泥沙淤积发展的必然结果;主槽萎缩、中常洪水大漫滩,使得洪峰传播缓慢并产生异常变形;下游河道整治工程初步控导了主流,洪水期河势基本稳定;洪水位高、水深大、漫滩历时长,造成滩区灾情严重。指出,由于黄河水沙条件已发生根本性变化,黄河中下游防洪形势严峻,必须提高认识,加强领导,增加投入,加速黄河治理,确保防洪、防凌安全。
It is realized through summarizing the analysis achievements of'96·8'flood in the Yellow River that there have been many times of the historical highest flood water levels happened during normal floods in the lower Yellow River since 1990s, which is inevitable result frem sedimentation development.The main channel is getting narrowed with tremendous over flow of beaches in normal floods,which slows down and deforms flood peak transport;projects for harnessing the river in the lower Yellow River have primarily controlled the main flow and basically made the river situation and flow path stable in flood seasons;and the tremendous disaster in beaches is resulted from high flood water level,deep water flow and long du- ration of over flow on beaches.It is pointed out in the paper that there is a very grim situation in flood prevention in the low- er Yellow River because of the basic change in the river's sediment and flow conditions,therefore,it is necessary to deepen understanding,strengthen leadership,increase investment and improve the Yellow River harness to ensure of the safety of flood and ice flood prevention.
