摘要
在开放性公共池塘资源管理中能否像封闭性公共池塘资源管理时一样形成集体行动?需要通过什么机制来维系这种集体行动?这类问题一直是制度主义经济学和管理学寻求拓展的领域。本文采用实证研究的方法,实地考察了浙江永嘉县在楠溪江渔业资源管理中实施共识、共利、共营、共议和共管结合的集体行动机制的过程,并剖析了其成功的经验。结果表明:在开放性公共池塘资源管理中要保持集体行动,关键的制度安排是资源相关各方合理处置对该共有(国有)资源产权的争议,并建立起彼此熟悉、相互监督和共利合营的资源共同体。
Can the collective action be as possible for governing open Common-Pool Resources just as for governing closed Common - Pool Resources? Which institution should be chosen to sustain this collective action? All these are the fields which Institutional Economics and Managements seek to extend constantly. In this paper, the author adopted empirical research approach and did an on - the - spot investigation concerning the courses and successful experiences of the collective institutions for governing fishing resources in Zhejiang Yongjia Nanxi River. Those institutions consist of consensus,co - benefit,co - management,co - discussion and condominium. The research shows that the collective action for governing open Common - Pool Resources is possible with the base of crucial institutional arrangements such as dealing with the controversy of the open Common - Pool Resources right reasonably and building the resources community in which each relevant side acquaints,supervises and profits mutually.
