摘要
走向后工业社会的环境合作治理,是在生态环境领域中建立的一种超越环境工具理性和体现高级环境价值理性的合作形态。走向环境合作治理是遵循社会治理的发展规律所决定的,也是顺应生态环境治理的自身特点所决定的。在走向环境合作治理的历史进程中,环境友好型政府应当发挥一定的引导作用,其根本任务在于:政府应当从构建"合作政府"范式的高度来不断加强环境合作政府建设,从培育成熟社会目标的高度来逐步引导社会环境自治力量的成长。
The environmental cooperation governance towards post-industrial society is a kind of cooperation pattern beyond instrumental rationality, indicating advanced value rationality in environmental field. Such cooperation governance is determined by social development law and by the inner characteristics of environmental governance. The article argues that in the procedure of environmental cooperation governance, the environmental-friendly government should make the guiding use. Its fundamental task includes: strengthening the construction of environmental cooperation government from perspective of construing 'cooperative government' pattern; gradually promoting self-governance power to develop for the aim of cultivating a mature society.
