永州市农村信用社绩效管理存在的问题及对策

摘要 我国农村信用合作社的改革和发展对建设社会主义新农村具有重要的意义。建立符合时代发展、符合地方实际、符合组织优化建设原则的绩效管理机制是农村信用社能否持续健康发展的关键因素之一。永州市农村信用社的绩效管理依然沿袭着旧有的模式和方法,存在着绩效管理核心目的不明确,与战略实施脱节,权责不一,忽视员工参与,员工素质较低等问题,因此必须重新定位其绩效管理的目的,依据平衡记分卡构建KPI体系,注重绩效管理的科学性和艺术性,实行绩效管理的双向沟通,创建学习型组织,进一步提高组织效率和员工素质,充分发挥服务"三农"的功能。 China's rural credit cooperative reform and development have great significance for building a new socialist countryside. The establishment of the Performance management in line with the times, in line with the local practice, and in line with the principle Organizations to optimize building is one of the key factors for rural credit cooperatives' sustained development. Yongzhou performance management of rural credit cooperatives has followed the 'old ways and model and the core purpose of performance management is not clear. It is out line of the implementive strategy, neglect the powers and responsibilities of different staff involved in. Also the staff' quality IS low. So a re-position of its performance management, building a ba/anced scorecard based on the KPI system, focusing on scientific and artistic quality of performance management is necessary. Implementing the two-way communication, to create a learning organization, and further improve organizational efficiency and quality of the staff and give full play to their service "Three rural ".
