摘要
高校教学质量保障体系构建的核心要素和逻辑前提,是教学质量保障体系的理论预设和价值取向。教学质量保障体系构建中对外部管理属性的张扬、对行政力量的倚重、对教师责任主体的强调以及对教师评价主体和高校物质性教学资源的漠视,是高校教学质量保障体系构建中诸多问题生成的制度性根源。
The core factors and logic premise in constructing the teaching quality assurance in higher education institutes are the theoretical presumption and value orientation.Such problems as focusing more external management,relying heavily on administrative power,stressing more on the main responsibility of teachers,and ignoring the main situation of teachers in evaluation and the main teaching material resources,have contributed to the institutional root to the problems in constructing the teaching quality assurance system in higher education institutions.
