摘要
经济结构不论在苏联时期还是在当今的俄罗斯,都是影响其经济发展的重要因素。本文着重论述三个问题:一是斯大林之后苏联各届领导人调整经济结构的政策及其效果;二是俄罗斯经济结构的调整趋势与采取的主要措施,特别是普京执政时期调整经济结构的思路与基本政策;三是从历史原因、发展高新技术产业遇到的困难与俄罗斯在相当一个历史时期难以改变原材料密集型产业的重要地位等三个方面,论述它们对俄罗斯经济结构调整的制约。结论是:俄罗斯调整经济结构并非易事,是一个长期的复杂的历史过程。
Be it in the USSR of the past or Russia of today,economic mix is always an important factor affecting its economic development.The article dwells on three issues:(1) the policies adopted by the various leaderships of the USSR in readjusting economic mix after Stalin and the effects achieved;(2) the trend of such readjustment in Russia and the main measures taken,especially the line of thinking and basic policies in the Putin period;(3) the difficulties met in developing high and new tech due to historical reasons and the irreversible importance of raw material-intensive industry over a long period in Russia.Expounding the restraint of these three factors,it concludes that the process is difficult and will take a long time.
