摘要
民主和科学是当代中国行政决策的基本价值追求。行政决策民主化是科学化的前提;行政决策科学化是民主化的本质和归宿。当前,依据党和政府有关改善决策机制的精神,推进政府决策的科学化和民主化,有利于深化行政管理体制的改革,提高政府执政能力建设。
In modern China, the basic values of administrative decision consist in being scientific and democratic. Being democratic is the prerequisite of being scientific ,while the latter is the essence and destination of the former. In the present situation, in accordance with our Party and government＇s principle of improving decision-making mechanism, to im- prove government＇s scientific and democratic decision-making capacity is helpful to the deepening of the reform of administrative institution and the development of government＇s administrative capacity.
