摘要
全球性公共品(GPGs)是20世纪90年代以来在国际政治经济关系中备受关注的问题之一,它在组织形式、激励机制、实施方式与其他方面,都具有不同于一个国家内公共品提供的特殊性。全球性公共品的提供不足对全球,不论是发展中国家还是发达国家都会造成福利损失。本文针对全球性公共品提供不足的现状,从公共品供给技术的角度探讨了如何设计有效的激励机制来保证全球公共品的充足供应,实现资源优化配置,达到全球福利的帕累托改进。
GPGs are one of the questions belonging to the international political and economic relation that has aroused general concern during the 1990's. It has its specific characteristics comparing to the supplying of domestic public goods in organizational form,incentive mechanisms,implementation and other aspects. Undersupplying of GPGs will cause welfare losses to the whole world regardless of the developing countries and developed countries. So the thesis approaches how to design the effective incentive mechanisms to guarantee the sufficient supply of GPGs and the optimal allocation of resources in view of this undersupplying situation from the angle of the supplying technologies. And if GPGs has been adequately supplied,the Pareto-improvement of the global welfare will be realized.
