摘要
创新人才工作体制机制的关键是建立切实可行的人才开发投入机制。而人才开发投入机制的重点是重新构建人才开发中的政府投入机制。文章借鉴了新加坡、印度政府建立人才开发投入机制的经验,提出了:以人才资本优先投入、优先积累的理念主导人才开发中的政府投入;通过政府投入导向来引导企业的发展方向,降低人才投入的风险;尽快建立人才资本优先投资的政策体系;加大人才开发的投入力度,逐步提高政府用于人才资源开发的资金的比例;放宽人才开发资金投入途径,实现人才投资体系由政府主导与社会各方力量共同参与相结合;通过人才市场和有关激励机制的运作,提高人才投资的数量与质量诸方面的策略。
The key to innovative talent development mechanism is to establish a practical mechanism for talent development investment, which focused on government investment. The article draws on the experience of Singaporean, Indian government to establish talent development mechanism, and puts forward the suggestions such as : led government in the development of talent development investment with the concept of priority to human capital investment and accumulation ; to reduce talent investment risk by guiding the development direction of enterprises with government investment - oriented ; to establish the priority human capital investment system as soon as possible; to increase the input of talent development, and gradually enhance the proportion of funds for development of talent; to expand the way of funding the talent development, and realize the investment system with government - led and social forces in the combine; to improve the strategy in talent quantity and quality through the talent market and the incentive mechanism.
