摘要
泰国于2008年2月正式公布存款保险机构法,对早期的隐性全额担保制度进行改革,实现隐性存款保险向显性存款保险的转变,确保存款保险制度的制度化。分析泰国存款保险机构法出台的背景,从泰国国内经济金融条件变化、金融稳定状况以及隐性存款保险的弊端等方面探讨该法案出台的必要性。基于该法案的核心内容,概括泰国存款保险制度改革的核心特征,并总结此项改革对于我国存款保险制度安排的几点启示。
Deposit insurance institution law was formally published in February, 2008 in Thailand, which has made reform for the hidden full guarantee system in the early time so as to realize transformation of disclosed deposit insurance from hidden deposit insurance and ensure deposit insurance system to be institutionalized. Making analysis on the background for deposit insurance institution law in Thailand, the necessity of carrying out this act is enquired from changes of domestic economic, financial conditions in Thailand, financial stability, and shortcomings of hidden deposit insurance system. Based on the core contents of the act, summarizing the central characteristics of reform deposit insurance institutions, some enlightenment is given on the arrangements for deposit insurance institution in China.
