摘要
自然资源参与分配是维持自然资源永续利用的制度基础,这一制度的确立在理论上需要经济学价值理论的支持。本文以人与自然共同创造价值的二元价值论为基础,阐述了自然资源参与分配的理论依据;通过对分配的两个层次的分析,提出了自然资源在代偿水平的分配中应得到代偿金;剖析了西方经济学要素贡献分配论在自然资源参与分配问题上的缺陷;论证了以二元价值论为基础的要素贡献分配论是短期内兼顾公平与效率,长期内兼顾代际公平与生态效率的合理分配制度。
The participation of natural resource in the income distribution is the institutional basis which can keep the natural resource unexhausted. To establish this system, we need the support of the value theory in economics. Based on the dualistic value theory which believes that the value comes from both human and nature, this paper expatiates the theoretical gist of the participation of natural resource in the income distribution. By analyzing the two levels in distribution, the paper puts forward a new conception called replacing-compensation money, which is the share of replacing-compensation level distribution that belongs to natural resource. The paper points out the defect of the income distribution theory of mainstream economics about the aspect of natural resource participation in income distribution, in which factors get their incomes according to their contribution in the course of production. With all above analyses, the paper demonstrates that the income distribution system based on dualistic value theory is a rational system, for in the short run it gives attention to both efficiency and equity, and, in the long run, it gives attention to both eco-efficiency and equity between generations.
