摘要
自20世纪70年代始,美国宣布发动毒品战,时至今日,却成效甚微。究其原因,可以从理论和实践两个层面进行分析:理论上,美国毒品战陷于现实主义理论指导的困境,存在诸多缺陷;实践上,禁毒方式尚无得到有效安排,禁毒资源调配陷入误区。因此,美国开展毒品战只有在政策调整上更灵敏,才可能提高禁毒工作成效,并最大限度地控制禁毒可能带来的副作用。
It was in 1970s that the United States declared an anti -drug war, but until now, little effect has been taken, which can be analyzed from two levels, both theory and practice. In theory, the failure of anti - drug war lies in its realistic theoretical guidance which has resulted in a lot of shortcomings. In practice, the antidrug methods haven＇t been effectively performed, and the allocation of antidrug resources has fallen into trouble. Therefore, the United States is expected to adjust its policies flexibly in the anti-drug war. Oniy by doing so, can the work he done effectively arid the side effect that the anti - drug war might bring be avoided.
