摘要
本文以科学发展观就当前基层图书馆建设在政府经费投入、流动图书馆与分馆制建设、"为弱势群体服务"等方面存在的问题提出了建设性意见,最后提出图书馆网建设应以农村基层图书馆为基础,并具备"上通下顺"的运作机制。
Based on the guidance of the Scientific Development View, this paper discusses the problem about the construction of grass root libraries in China from these aspects such as the funds provided by the government, mobile library and branch library system, serving for the vulnerable groups and so on, argueing that the library network construction should be on the basis of grass-root libraries in rural areas and should have an unhindered operation mechanism.
