摘要
根据飞行员执行新的或特殊任务的需要,在研制飞行安全评估系统时,设置了针对性评估模块。运用层析分析法(AHP)确定了针对性评估模块与一般性评估模块的权重关系。根据飞行安全理论确定了一般性评估简捷方法的因素、要素及量化数据;根据层析分析法、基元事件分析法确定了针对性评估模块的结构和因素的权重,采用基元事件分析法、飞行法规分析和调查研究相结合的方法,对针对性评估的要素进行了量化。最后针对具体事例做了评估计算。研究表明,当针对性评估的安全度小于90%时,应引起足够的警觉,采取必要的措施。
The present paper is aimed at introducing a flight safety assessment model developed by the author to guarantee the flight safety in our country. In order to satisfy the particular needs of special or new flight tasks a pilot has to accomplish, we have brought about a pertinent assessment model based on the study of all the likely factors involving the flight safety. For this particular need, we have carefully investigated the relationship between the pertinent assessment model and the universal assessment model based on the well-known Analytical Hierarchy Process (AHP) in this paper, Then, all the factors, elements and quantitative and qualitative standards of the general assessment models have been reexamined and redefined in accordance with the safety flight theory in this paper along with the particular factors or parameters concerning the particular situations of the flight crew members, those of the aircraft itself, the specific environment and management, some of which are likely to be the same as those in assessment or evaluation of general nature. However, all the above mentioned factors have to be redefined and rechecked in general routine safety assessments. Thus, it can be seen that the factors of the pertinent assessment model should also include management, pilots and their flight mission, natural environment, the aircraft and its maintenance routine while the quantified standard of the elements of the pertinent assessment has to be defined on the basis of the methods for anglicizing the basic events, the flying laws as well as a sample of investigation, in addition to a sample unit's flight training in another place. The results of our investigative research indicates that precautions should be taken if the safety degree of the pertinent assessment is expected to reach SK 〈 90 %.
