摘要
决策失误、企业破产和企业改制、财政性蚕食是国有资产流失的主要渠道。管理者素质低,监督机制不健全,责职不明,立法不完善等是造成国有资产流失的主要原因。提出了明晰产权、健全监管制度、完善人才管理、完善立法等防范国有资产流失的措施。
Wrong decision-making, business failure, system reformation, and financial nibbling away are the main flow passages for the losses of the state-owned assets. Low quality of the managing personnel, unsound supervision system, indistinct duty, imperfect legislation are the main reasons which cause the losses of the state-owned assets. Precautions have been addressed to prevent the losses of the state-owned, such as clarifying property right, and perfecting supervision system, human resource management and legislation.
