摘要
清洁发展机制(Clean Development Mechanism,简称CDM)是应对全球变暖而迅速发展起来的碳市场的组成部分,它一方面为附件1国家提供更多的灵活性,降低其履行在《京都议定书》下的温室气体减排义务的总成本,同时,为发展中国家尤其是经济欠发达地区引进国外资金和技术,推广可持续发展起到积极的促进作用。本文从发改委审批和国际执行委员注册和签发三个阶段,对黑龙江省目前CDM项目发展现状及存在问题进行剖析,指出我省目前CDM项目审批数量少,发展迟缓的原因,并提出如何选择项目类型和买家的具体建议。
The clean development mechanism （CDM） is a part of the global carbon market developing in response to the global warming . It has two objectives to achieve sustainable development in host countries and assist Annex- 1 countries in achieving their emission reduction targets in a cost - efficient manner and also can import foreign capital and advanced technology for developing countries. With the aim to improve overall development level of CDM and achieve sustainable development in Heilongjiang province, this paper analyzed the state and problems of CDM projects in Heilongjiang province from the National Development and Reform Commission approval to the international registration and issue, and discussed the reasons for the developed state and less national projects in Heilongjiang province. At last the paper gave suggestions on the choice of program types and buyers.
