摘要
“泛珠三角区域合作”是一个为经济发展寻求更好的发展空间而组成的一个全新的合作区域。广东抓住中央政府分别同香港和澳门签署了CEPA的契机，主动联合周边各个省区，适时提出并积极推动“泛珠三角区域合作”，以扩展自己的经济腹地，而其它各个相关省区也希望在区域合作中，获得额外的发展机会和收益。然而，泛珠三角区域合作仍然存在一些制度性障碍，比如劳动力流动的藩篱、承接产业转移的恶性竞争、地方保护主义的幽灵等等。在泛珠三角区域合作中，政府的主导作用是毋庸置疑的。要积极创造条件，改革现行的户籍制度，严厉打击地方保护主义，积极推动企业文化创新和企业间合作机制的创新，主动采取相应措施，以积极的姿态，主动投身到区域经济一体化的浪潮中去，把企业做大做强。

Guangdong held the central authorities separately has signed the CEPA turning point with Hong Kong and Aomen,initiative union peripheral each provincial capital area, at the right moment proposed and the positive impetus ＂exuded the bead triangle region cooperation＂ , expanded own economical center,but other each correlation provincial capital area also hoped in the region cooperation, obtained the extra development opportunity and the income. However, exuded the bead triangle region cooperation still to have some institutional barrier, for instance labor force flowing bamboo fence,contract industry shift blind competition, regional protectionism spirit and so on. In exudes in the bead triangle region cooperation, government＇s leading role is without a doubt. Must create the condition positively,reforms the present lateral economic ties,attacks the regional protectionism severely, impels the enterprise culture innovation and the enterprise positively cooperates the mechanism innovation, takes the corresponding measure on own initiative, by the positive posture,joins in the region economic integration on own initiative in the tide,makes the enterprise does greatly strongly.
