摘要
在当今我国高校招生体系中，完全由高校自主考试录取者仅占少数。统一考试录取处于主导地位。这是由高考的特殊功能、现有自主招生制度的不完善以及基本国情决定的。推进高校自主招生改革，需要依法行使招生自主权，兼顾招生选拔的教育效率与经济成本．坚持公平、公正选拔人才的原则，协调高校统一招生考试与自主选拔的关系。高考作为测量知识与能力的基本手段，能够成为高校自主招生的重要依据，在维护教育公平与社会和谐、节约招生成本等方面能够发挥重要的积极作用。
In the system of the higher education institutions＇ recruitment, recruiters completely recruited by the higher education institutions＇ independent entrance examination are in the minority, unified examination is in the leading position. It is determined by special funtion of the college entrance examination, inperfect existing independent recruitment system and basic national conditions. Promoting the reform of the higher education institutions＇ independent recruitment requires exercise of independent recruitment rights, giving consideration to both educational efficiency and cost of recruitment selection, persisting in the principle of fair and impartial talents＇ selection, harmonizing the relation between the higher education institutions＇ unified recruitment examination and independent selection. As the basic method of knowledge and ability measurement, college entrance examination can become the important basis for the higher education institutions＇ independent recruitment. It can play active key role in maintenance of educational fairness and social harmony, saving recruitment cost etc.
