摘要
瑞典的生态循环模式对于建设资源节约型、环境友好型社会和可持续的生态经济体系具有重要的借鉴意义。文章系统地阐述了瑞典关于生态循环社会的立法、理论模型、哈马碧模式,社会规划、综合治理和扩展的生产者责任等生态循环实施机制,以及发展生态循环经济的综合产品政策、化学品政策和废弃物综合管理政策,为相关部门制订经济社会发展规划、生态经济政策提供参考。
The ecocycle model in Sweden is of great practical importance in the building of resource-saving and environment-friendly society, and the construction of sustainable system of ecological economy. This paper presented systemically the legislation in Sweden, theory model, Hammarby model concerning ecocycle. It then articulates the implementation mechanisms for ecocycle in Sweden such as social planning, comprehensive governance, and extended producer responsibility. Finally, the integrated product policies, chemicals policies and integrated waste management policies for ecocycle economy in Sweden are concisely outlined. These strategies, mechanisms and policies can be used for reference in the development of social and economic planning, and in the design of ecological and environmental policies by relevant governmental agencies.
