刘少奇作为第一代中央领导集体的重要成员,对社会主义民主政治建设进行了多方面的思考和探索:致力于新中国的民主政治建设,提出了"民主化"的口号;大力宣传培育民主精神;参与建立基本的民主制度,推动了人民代表大会制度在全国范围内自上而下的系统建立,并在国家政治生活中发挥重大作用;倡导民主建设必须以保障人民权利为重点,确保人民民主权利;注意民主建设与法制建设的结合,加强民主法制建设;不断完善民主运行机制,要求扩大政治参与,加强对权力的制约等。
As one of the key members in the Party's first generation of central collective leader- ship Liu Shaoqi made reflections on and explorations of socialist democracy from different perspec- tives.He devoted himself to the development of democracy in New China and put forward the slogan of pressing on with democracy;he made great efforts to publicize and cultivate the democratic spirit; he took part in the establishment of basic democratic system,promoted the systematic construction of the system of people's congresses from top to bottom throughout the country,which played an important role in the national political life;he advocated that the development of democracy must fo- cus on safeguarding the people's rights and ensuring their democratic rights;he attached importance to the combination of democracy with legal construction and to the strengthening of legal construc- tion of democracy;he tried to continuously improve the operating mechanism of democracy and called on expanding political participation and strengthening restraint on power.
