摘要
非政府组织的建设是保障公民结社自由权的重要手段。现阶段我国非政府组织存在着登记注册难、法律法规的立法目的难以有效实现、法律层次上的立法缺位等问题。为此，政府应当采取必要的措施加以解决？即对非政府组织的管理应当转型；废除对其双重负责的管理体制，形成非政府组织登记注册的多样性；积极制定非政府组织的基本法律等。从而进一步加强非政府组织的法律建设，保障公民的结社自由权。
The construction of non-governmental organizations is an important means to guarantee citizens＇ fight of forming an association. At present there are some difficulties for the non-governmental organizations of China： difficult to be registered; the legislative purpose of laws and regulations can not be effectively achieved for the non-governmental organizations; lacking of legislation; etc. Therefore, the government should adopt necessary measures to deal with these problems such as： the management of non-governmental organizations should be transformed; abandon the double management system on them and implement the registration diversities for the non-governmental organizations; and make laws concerned. In this way can the citizens＇ right of forming an association be guaranteed.
