摘要
1969年3月,因周恩来总理的指示,上海"文革"中处于瘫痪状态的计划生育工作重新启动,具体表现在"组织重建"、"专业领先"和"措施落实"等方面。70年代时上海在节育率和出生率上取得显著成效。这些也与上海人的生活理念、上海计划生育工作的基础以及广大群众对国家管理社会事务的认同和积极参与相关。
In March,1969,birth control in shanghai restarted by Premier Zhou Enlai's directive,which had been out of work in the cultural revolution.At that time,birth control included rebuilding of organization,development of technology and implementation of measures.In the 1970s,it made great achievements in birth control rate and fertility rate.The paper argues that the influential factors include life style of Shanghai inhabitants,the good base of birth control cause in Shanghai and people's identity of the cause and positive participation in state's governance of social affairs.
