摘要 针对黑河流域上游来水量锐减、中游用水量剧增、下游常常断流而导致的沙漠化现状,在分析其流域生态恶化原因的基础上,提出了从源头抓治理、控制人口增长、实施"无人居住区"战略、严禁游牧乱砍滥伐、封山育林育草、保护水源涵养林等建议。 With regard to the desertification in the Black River basin owing to the sharp decrease of the incident water in its upper reaches,the rapid increase of water consumption in its middle reaches and the frequently dry situation in its lower reaches,the following suggestions were put forward based on the analysis of causes for its ecological deterioration:to strengthen the treatment of the source,to control the population growth and to implement the strategy of 'uninhabited area',to forbid the pastoral nomadism and deforestation,to close the hills for reforestation,and to protect the water conservation forest,etc.
