摘要
城乡规划法的施行使控制性详细规划的作用和地位得到进一步提升,控规作为一项突击性任务摆在规划管理部门面前。但是由于控规本身所承担的重要作用,如果一哄而上追求数量势必造成其严肃性下降,留下诸多遗憾。本文试图对目前的控制性详细规划编制方法和内容进行冷静思考,以期找出更适合目前新形势下的控规编制方法,并更好地发挥其作用。
The newly issued Urban and Rural Plan- ning Law strengthens the role and status of the regu- latory detailed plan. Therefore the planning adminis- trative departments rush to make regulatory detailed plans. However, the pursuit of quantity instead of quality of plans would bring regretful results due to the importance of the regulatory detailed plan. This paper makes a dispassionate analysis over the method and contents of the regulatory detailed planning.
