摘要
虽然清政府在前期实行了禁海、一口通商、公行制度以及对外商来华贸易的种种限制措施,但这并非就是闭关性的政策。实际上清政府实行的是一种带有封建垄断性的、建立在严格管理基础上的对外开放的"非闭关性"政策。
During early Qing Dynasty, Qing government carried out some restrictive policies to the trade with foreign traders, such as no shipping, one-port trade, guild system and so on. However, these are not close-door policies but actually non-close-door policies based on feudal monopoly and strict management.
