摘要
中国财政支农资金管理体制是中国农村经济体制和中国财政管理体制的一个组成部分,财政支农资金管理体制的变迁和整个经济管理体制、财政管理体制的变动有着密切的关系。本文结合中国财政管理体制和经济管理体制的变动,通过分析中国财政支农资金管理体制变迁的历程,找出其变迁中存在的特点,并为中国财政支农资金管理体制改革的方向提出政策性建议。
Administration system of fiscal funds for agricultural support is a part of rural economic system and fiscal administration system of China. The changes in the administration system of fiscal funds for agricultural support are closely related to those in economic and fiscal administration systems. In light of the changes in economic and fiscal administration systems, the article analyzes the changes in the administration system of fiscal funds supporting agriculture, identifies its characteristics and presents policy proposals for the reform of the administration system of fiscal funds for agricultural support.
