摘要
该文从系统工程的角度，全面阐述了气候预测与模拟研究中所面临的机遇与挑战，可能的发展前景与受到的限制，对“九五”攻关项目中短期气候预测模式的组织、设计和发展方向提出了一些应遵循的基本原则．
The chances and challenges, and possible development prospects and limits confronted by climate prediction and climate simulation are fully discussed in view of systematic engineering. Some basic principles are given to the organization, design and the direction of development of short term climate prediction models in the national key research program of “The study of the short term climate prediction system in China”during 1996～2000.
