摘要
搭建党内民主建设平台,实现党员在党内事务话语权的回归,是当前党内民主发展的重要途径。通过对温岭市推行的党代会常任制和"党内民主恳谈"制度及其实践的绩效与限度分析,可见,温岭市党内民主发展的实践探索,为广大党员参与政治提供了重要载体和机会,同时也为党内民主发展走出困境提供了一些借鉴和思路。当前,加强党内民主建设,提高建设水平必须营造一种良好的话语环境;必须搭建一个能够体现平等精神的对话平台;必须使自由表达成为民主操练的一个重要环节。
Structuring platform of inner-party democracy-building, realizing the return of party members＇ right to speak in the party affairs are the important way of the development of the inner-party democracy. Through analyzing the performance and the limits of the practice that Wenling City is trying to carry out the Party Congress Permanent System and the ＂Inner-party Democracy Forum＂ system,we can see, Wenling＇s practice and exploration of the innerparty democracy development provides important carriers and opportunities for the political participation of the majority of the members, and at the same time, provides some experiences and ideas that can help the development of the inner-party democracy out of the woods. Nowadays, raising the level of the building of democracy within the party must create a good environment, and structure a dialogue platform that can embody the spirit of equality, and make the freedom of expression become an important oart which democracy can be practiced.
