摘要
改革以来，财政支农效率低下已是不争事实，但理论界对其主要成因尚缺乏前瞻性研究成果。本文基于1978～2005年统计数据，从定性与定量两方面对中国财政支农效率作出实证分析，结果发现：改革以来，财政支农效率低下且与金融支农积极性不高互为表里。本文认为，单纯整合财政支农资金是不够的，必须整合财政和金融两股支农力量，使二者发挥各自支农比较优势，实现既提高财政支农效率又放大支农资金规模，从而大幅提升资金支农的整体能力。
The lower agricultural financial aid efficiency has being existed since the reform. Fewer theoretic studies have been done concerning the reasons. Based on the statistical data from 1978 to 2005, this paper analyses the agricultural aid efficiency qualitatively and quantitatively and concludes that negative attitude toward the agricultural financial aid results in the lower agricultural financial aid efficiency. Furthermore, some suggestions are given involving integrating financial aid divisions, enlarging the scale of fund and improving the capacity of agricultural aids.
