摘要
加快西北五省科技创新应有新的路径选择,应打破传统的路径锁定。新的路径选择应解决经济增长与资源、能源稀缺的矛盾,解决经济增长与环境承受能力的矛盾,改变资源消耗高、环境污染大、经济效益低的粗放型增长方式。应从整体规划入手,构建西北五省科技创新宏观协调体系,统筹规划科技创新方向,统筹科技创新资源配置,统筹规划要素市场和技术交易市场,统筹组织科技交流。各省应加强合作,联合发展,形成点轴布局,以非平衡增长战略推动西北五省科技创新,注意保护核心技术,同时加快高新技术的创新扩散,强化科技产业聚集,构建社会化服务体系,走新型循环经济创新发展之路。
It should be broke the traditional way to develop the innovation of science and technology of the northwest area in china and establish a new way to solve the problems of economic growth with the resources scarce, with the ability of the environment support and so on. So the innovation system should take the unbalance growth strategy, cultivate priority industry, reinforce the industrial gathering, construct the social service system, follow the new cycle economic growth road.
