在河南国网宝泉抽水蓄能电站上水库工程监理过程中,中国水利水电建设工程咨询公司施工监理一部始终坚持以监理委托合同、施工承包合同和监理规范为依据,围绕"三控制、二管理、一协调"这一监理工作的核心内容,以安全为前提,以质量为中心,以进度为主线,以投资为重点,以效益为目标的监理原则,进行施工全过程全面的动态控制,使工程建设始终处于受控状态。
