摘要
文章以我国能源矿产资源产权制度变迁分析为基础,结合西部地区能源矿产资源产权价值实现的发展特征,指出产权市场的低效与利益分配的不均衡、能源矿产资源产权价值确定与补偿的复杂性、市场交易体系、投融资机制、激励保障机制的不完善是西部能源矿产资源产权价值实现中存在的主要问题;从市场机制完善的角度提出解决上述问题的关键在于建立能源矿产资源产权价值实现的价值确定机制与补偿机制、交易市场机制、投资机制、融资机制、激励机制和保障机制等子机制,通过它们的相互作用,共同推动能源矿产资源产权价值的市场实现。
Be based upon the analysis on the changes of property system of China's energy resources and mineral resources,as well as the characteristics of development concerning value realization of property rights in the western region,the paper points out the major problems: property right market doesn't arrange interests in balance;it's difficult to assign and compensate the value of property rights;trade market system,investment and financing mechanism and incentive and guarantee mechanism are not perfect.On account of the above problems,the paper offers the key methods,including: establishing and perfecting the mechanisms for value determination and compemsation,maket trade,investment,financing,incentive and guarantee.After these mechanisms interact on each other,they can force the realization of energy and mineral resource property in the market together.
