摘要
人力资本和人力资源的角色转换依赖于组织和社会对技能人员的管理机制。为实现高校人力资本的最优产出,应该研究与试验对高校投资主体、高校人力资本产权制度、财政拨款和高校管理制度的改革与创新,使得各高校的投入与产出发生强烈的正相关性,从而达到提高教育质量和效率、优化教育资源配置的目的。
The switch among human capital and human resources depends on the organizational and social institutions. To attain the optimal output of human capital in high education, reform and innovation should be undertaken about high education investment subjects and its capital property rights system, state financial allocations and high education management systems. The colleges' inputs should be strongly coefficient with their outputs' quantity and quality. So that high education's quality and efficiency can be enhanced simultaneously, educational resources' allocation can be optimized.
