摘要
在系统分析影响河南省耕地可持续利用的两大障碍因素———有形减量和隐形减量的基础上，提出了建立保护耕地的制约机制、编制土地利用总体规划、加强政府的管理和引导、建立耕地质量保护体系、实施耕地总量动态平衡管理。
The thesis interprets the strategic significance of the sustainable utilization of Henan cultivated land, deeply and systematically analyses the causes hindering the sustainable utilization of Henan cultivated land and scientifically points out the countermeasures such as to set up the restricting machanism of protecting cultivated land, to improve the basic farm riotection systems and to implement the balanc abministration of cultivated land in order to realize the sustainable utilization of Henan cultivated land.
