摘要
在一体化进程中,欧盟的公民身份概念逐渐从文化本质主义走向更具包容性的自由权利观念,并日益发展为学者们所说的后民族公民概念。然而在欧盟的移民政策中,它却显示出一定的排他性,在欧洲层面转变为一种种族主义和民族主义的表达。面对排斥移民带来的社会安全问题,欧盟应该避免使之进一步安全化。改善欧盟公民身份制度将是欧盟治理移民问题的重要课题。
In the process of integration, EU citizenship concept develops gradually from cultural essentialism to liberal rights, and it aims to be post-national citizenship as scholars think. But in EU immigration policy, it shows exclusive in certain degree which becomes a kind of racism and nationalism in European level. Facing societal security problems rising by anti immigration, EU should avoid securizing them further. It will be a key issue for EU governance to improve EU citizenship system.
