摘要
本文论述了电子商务与国际贸易的关系,指出在互联网条件下,出现了"虚拟市场"和"虚拟公司";电子商务为国际贸易创造了一种新的市场环境;海关业务流程也因此发生了重大变化。文章在提出国际电子商务策略制定的出发点的基础上,设计了国际电子商务发展的总体策略。文章提出了我国国际电子商务发展的战略措施:建立合理的中央与地方、各行业主管部门之间的利益分配机制;以"大通关"带动国际电子商务的发展;解决信息共享与协调问题;加大政策支持力度;高度重视国际电子商务诚信体系的建设;重视国际电子商务示范典型的作用。本文还从行业、市场和商务运作三个方面探讨了国际电子商务的发展策略。
International Electronic Commerce(IEC) is an important branch of e-commerce.The paper analyses the relationship between e-commerce and international trade and pointed out that under the conditions of the internet,a 'virtual market' and 'virtual companies' appeared.E-commerce creates a new market environment for international trade.Customs business processes have changed a great deal.On the basis of the research on the new problems of China's foreign trade and the aim of IEC strategy,the paper designs the overall development strategy of IEC,including forcing to study the state's development strategies of IEC,confirming the focus of IEC development,overall planning of the development of IEC,formulating relevant policies according to IEC demands,and strengthening cooperation among different departments.The article raised China's IEC development stategy,establishment a reasonable interests distribution mechanism between central and local governments,and among departments which in charge of virious sectors.It suggested that we should promote the development of IEC by 'Electronic Custom' and resolve the issues,such as information sharing and coordination.We should also support the strategy by the policy and set up a credibility system of IEC.It pointed out that the role of the typical IEC model is very important.The paper also analyzed the development strategy of IEC from three aspects,including industry,market and business operation.
