摘要
基于对厦门市实地调研资料的分析,认为我国流动人口已经发生结构性变迁,而严重滞后的流动人口社会管理体制不仅不能适应这种变迁,反而有损"农民工新政"的政策绩效。鉴于此提出,应树立流动人口和本地居民乃利益共生体的管理理念,构建社区层面的居住地管理体系,并据此建立梯度累进的公共服务享受机制。
Based on the analyses of data from field-survey, the paper points out that changes have taken place in the structure of migrant population, whereas the social management of the population remains un-matched to the change, which will stand in the way of carrying out the new deal for migrant -workers. Thus the paper holds that the conception of mutual benefit between migrant population and local residents should be advocated, the new management system focusing on community participation should be set up, and a step-up public service mechanism should be established.
