摘要
本文针对"轨道交通的应急事件管理是一项系统工程"的问题进行了讨论,提出了应急管理系统中"预防为主和应急服务"的概念,并论述了应急管理系统建设中的关键问题。
This paper mainly discusses the problem that the Railway Transportation Emergency Management is a kind of system engineering, puts forward the concept of ＂prevention first and emergency service＂ in the emergency management, and also describes the key problems in the system construction of emergency management.
