摘要
党的十七大报告中指出,要加快行政管理体制改革,建设服务型政府。十一届人大第五次全体会议上通过大部制改革方案,正式启动新一轮的行政管理体制改革。试图运用制度分析方法从纵向政府间层级关系、横向政府职能配置、决策、执行和监督职能分离等方面对大部制改革对政策执行的影响及其作用方式进行了剖析,以期能够对我国现阶段政策执行效率的提高有所助益。
The 17th Congress of the Communist Party of China （CPC） Report requires that administration management system reform be sped up and service-oriented government constructed. The Fifth Plenary Session of the llth Congress of People＇s Representatives passed the project of Big Department System reform, initiating another round of administration system reform. This paper, by means of institutional analysis, analyzes the effects of Big Department Reform on the public policy implementation and its operative methods from the aspects of vertical governmental relationships within different levels, horizontal government function collocations, and the separation of decision--making, execution and supervision, with the hope of promoting the current policy implementation effect in our country.
