摘要
数字化时代的到来给传统的传媒监管体系和规制方式带来了强烈的冲击和挑战。基于被动应对而仓促形成的数字媒体内容监管方式和手段,又因监管主体配合失调、监管对象不明确和存在制度或法规缺口等原因而面临种种问题。在对数字化给原有的媒体监管体系所带来的冲击进行考察的基础上,分析了数字媒体内容监管面临的种种问题。在此基础上提出,建立科学、完善的数字媒体内容监管体系和操作机制,是媒体监管的当务之急。
With the coming of digital era, traditional system of regulation and supervision on media contents has been strongly shocked and challenged. As passive emergency measures, the supervision on digital media contents is baffled by the problems arising from lack of coordination among supervision subjects, the obscure objects and the want of corresponding institutions and regulations. The thesis presents a thorough analysis of the problems concerning the supervision on digital media contents on the basis of an investigation of the shock brought by digitization to the system of supervision and regulation on media contents. The author contends that the top priority in media supervision is the construction of scientific and workable institutions and operatible mechnism for the supervision of digital media contents.
