摘要
为了全面贯彻落实党的十七大和省九次党代会精神,推进武汉城市圈两型社会建设,本文认为武汉城市圈两型社会实现良性互动的当务之急是功能的整合与资源的整合。根据笔者调查,圈内最大的特色资源之一是水土资源丰富。而水土资源的整合治理又能达到节能降耗、保护环境的作用。根据调查的实际情况分析,武汉城市圈两型社会的水土资源整合治理措施建议如下:一是防洪保安一体化;二是水运网络一体化;三是垸内排涝一体化;四是灌溉供水一体化;五是水土资源应合理配置与科学利用;六是利用水土资源的优势,发展绿色农业。
In order to completely carry out the Party’s spirits of 17th CPC National Congress and the 9th Party Congress in Hubei and push the build of the resource-saving and environment-friendly society in Wuhan metropolitan region,this paper considers the key of realizing the effective interactivity is the integration of the function and the resource.According to the author’s investigation,one of the greatest characteristic resources within the region is the abundant water and soil resources.The integration treatment of water and soil resources can achieve the effection of energy saving and consumption reducing as well as environment protection.Based on the research,the integration treatment measures of water and soil resources are suggested as follows：firstly,the integration of flood control and security keep;secondly,the integration of water transportation;thirdly,the integration of flood preventing in valley;fourthly,the integration of irrigation and water supply;fifthly,the water and soil resources should be reasonably collocated and scientifically utilized;sixthly,the advantages of water and soil resources should be utilized to developed the green agriculture.
