摘要
在PPP(Public Private Partnerships)融资方式下,公共部门与私人投资者可以发挥各自优势,充分利用有限资源。但PPP并不是适用于所有公共项目的采购,因此有必要对PPP模式的运作条件、运作方法进行更深入的研究。本文在分析PPP模式特点的基础上,提出了PPP模式微观层面的关键研究领域,包括:PPP模式的适应性分析;PPP项目产出的标准制定;项目特许经营者的选择;项目融资策略项目运行模式选择;风险分担;合同标准化以及阶段审查制度和评价指标。
PPP （Public Private Partnerships） financing proves to be an effective means of procuring infrastructure assets together with the associate services. However, PPP is not a panacea and has its own applicable conditions. This paper, on the basis of analyzing the characteristics of PPP financing, puts forward key research areas on microlevel, including applicability analysis, output specification, selection of concessionaire, financing combination,risk sharing, standardization of PPP contracts and staged review.
