基于需水管理的缺水地区工业结构调整

摘要 在需水管理指导下构建了区域工业产业结构调整线性优化规划模型,将水资源量与市场经济两种约束体现在该模型中,并应用于水资源供需矛盾突出的唐山市。结果表明,唐山市今后应以钢铁、机械、化工行业为结构调整重点,以能源工业即电力、煤炭行业为结构调整核心,按循环经济方式发展。 This paper set up RISA-WDM model (Region ISA linear optimization model based Water Demand Management) under the direction of WDM(water demand management). It adopts linear program model, and it integrated water quantity and water market as restriction to describe ISA(industry structure adjustment). At last, a case study in Tangshan is performed. RISA-WDM model is applied in this area. Result indicates that steel, machinery, chemical trade should be the emphasis of the structure adjustment and energy trade(electricity and coal trade) should be the core of the structure adjustment in the future Tangshan,according to the circulative economic development mode.
