摘要
土地征收制度是我国土地管理的基本制度之一。土地征收制度的实施关系重大,随着我国征地制度改革的不断深入,一些新情况和新问题逐渐显现,文章从比较制度经济学的视角,对新《土地管理法》实施以来的新时期征地制度改革进行考量,从制度经济学视角明晰新时期征地制度改革的理论基础。
Land requisition system is one of the elementary land management systems in China.It is significant to implement land requisition system.With further development of land requisition system reform in China,the new situation and new issues arise.The paper analyzes the land requisition system in new period from perspective of comparative system economics since the new Land Management Law is put into effect from 1998.It also clarifies the theoretical basis of land requisition system reform in new period from perspective of system economics.
