摘要
建立石油储备、保障石油安全是我国实施能源战略的重要任务。在非传统安全问题日益突出的国际安全新形势下,完善我国石油储备体系十分必要,扩大我国石油储备量乃当务之急。完善我国石油储备体系,应采取国家储备为主,从企业储备起步,国家战略储备与企业储备相结合的模式。储备规模应达到3个月的消费量,储备方式应以储备原油为主,布局由集中到分散。要采取立法先行、建立油气资源管理信息系统、多渠道筹集资金、加强国内石油资源调查评价等项保障措施。
The paper point out that building up petroleum reserve is a key task for realizing national energy resource strategy and guaranteeing petroleum supply safety in China.It is necessary to improve petroleum reserve system and increase petroleum reserve in the light of the new and non-traditional security concept.The country should be a main body and enterprises are the auxiliary body in petroleum reserve system.The country reserve integrate with the enterprise reserve.Reserve scale at least should reaches the consumption of three months.Main reserve kind is the crude oil.Finally,the paper puts forward some proposals for improving petroleum reserve system in China,such as legislation of petroleum reserve should go ahead of the rest,build up the information system of petroleum and natural gas resource management,raise the funds of petroleum reserve by various channels and strengthen the exploration and evaluation of petroleum resources in China.
