摘要
参与式预算是协商民主在公共领域内的应用。本文选取了法国、德国与意大利三个欧洲国家的参与式预算实践进行分析。这些国家通过市政议会与公民对话、预算信息公开、公民大会等预算参与形式,使非选举产生的公民参与到公共财政的分配决策中来,确定资源分配、社会政策和政府支出的优先性,并监督公共支出。多元化的欧洲国家参与式预算的模式为变革中的中国公共财政体系构建提供了不可多得的经验:将参与式预算作为政府管理的工具运用到公共决策中去,从基层政府组织开始试行,把预算信息公开放在实践的首位;把参与式预算作为公民政治参与的具体途径,逐步提高公民的公共精神;提高地方政府及自治组织的治理水平。
Participatory budget is the application of deliberative democracy in public field and it is widely adopted by many countries since it was created in Brazil and has achieved success to some extent. This article analyses the practice of participatory budgets in three European countries: France, Germany and Italy. Through the dialogue between the city council and citi zens, the disclosure of budget information and citizen conference, the citizens in these countries could participate in the decision-making of public budget, determine the priority of resource allocation, social policy and the expenditure of government, and supervise public expenditure as well. The various patterns of participatory budgets in Europe provide valuable experience for the construction of China' s public budget system. We could utilize the participatory budget as a tool of government management in public decision-making; exercise it in the grass root government; put the disclosure of budget information first ; use it as a way for citizen participation, so as to increase the citizen ' s public spirit gradually ; and improve the governance level of local governments and autonomous organizations eventually.
