摘要
互联网和民主的关系在海外学术界充满争议。通过梳理该论题最近十余年的研究成果,研究发现,绝大多数文献聚焦于西方民主国家,主要关注互联网能否促进和完善现有民主制度的功能,研究的议题包括数字民主的界定、互联网能否推动民主(化)、网络投票的争论、互联网与公民领域的重建以及互联网对政治参与的影响。不过,随着中国网民人数的倍增,海外观察家对中国互联网与政治关系的研究也越来越多,除部分研究者关注政府的互联网管制外,更多研究者关心互联网对内政外交政策的影响。不少研究者认为,互联网已经改变了中国政治过程,为中国民主化注入了新的动力。总之,不同的社会政治结构决定了互联网与民主关系在中、西情境中有各自的面向。
The issue on the interrelation between democracy and the Internet is controversial in overseas academia. After a careful review on the relevant literatures in the latest 10 years, this study discovers that most of the literatures focused on that of the western countries, with majority topics concerning whether the Internet can promote or perfect the functions of the existing democratic system. Meanwhile, such literatures mainly discuss such issues as: definitions of digital democracy, the Internet's roles in processes of political democracy and democratization, controversies and disputes on on-line voting; the interrelations between the Internet and the reshapes of public spheres, and the Internet's role in political engagements. However, with the number of the Internet users soaring in China, there naturally emerge an increasing number of studies concerning the interrelations between the Internet and Chinese politics. The conservative still keep their concern on the regulations of the Internet in China, while a great number of studies choose to probe into the roles of the Internet playing in the processes of China's internal and foreign affairs. A good number of researchers are convinced that the Interact has reshaped the process of China's political issues and infused new dynamics into processes of democratization. Generally speaking, this study points out that different political-social structures portray different interrelations. The situations in China and the west can never be identical.
