摘要
当前学界一般是从静态的角度将自然资本理解为自然界生态系统的自然资源。循环经济昭示了实现两种自然循环的重要性,对于深化这一理念具有重要的启示。循环经济实现的是人化自然的物质循环,但要实现可持续发展,还必须实现自在自然的物质循环。而要实现自在自然的物质循环,就必须深化对传统自然资本理念的认识,在将自然资本作静态理解的同时,还必须同时从动态的角度进行理解,即将自然资本理解为是通过人类劳动或自身实现生态自我还原和修复的自然资源和外部环境。确立自然资本新理念,有助于推动循环经济的发展。
The current academic circles generally understand the natural capital as the natural resources for the nature ecosystem from the static angle. This awareness will help people better save resources and achieve sustainable development. The circulation economy has made it clear that to achieve two kinds of natural circulation is important, which has important value enlightenment in understanding the concept. What the circulation economy practice realizes is materials circulation of the hominization natural, but to achieve sustainable development, we must also realize the material circulation of the dehumanizing nature. In order to achieve the material circulation of the dehumanizing nature, it is necessary to deepen the traditional understanding of the natural capital concept. While understanding the natural capital from the static angle, we must simultaneously carry on the understanding from the dynamic angle. That is, natural capital can be understood as natural resources and external environment which can achieve their ecological restoration and original state voluntarily or through human labour. Establish a new concept of natural capital is helpful in promoting the practical development of the circulation economy.
