摘要
新公共服务理论是一种与新公共管理理论并驾齐驱或替代式的公共行政改革新模式。建立在这一理论基础上的服务型政府具有以下明显特征:以人为本的价值取向,以公共利益为目标的服务理念,民主参与的行为方式。新公共服务理论虽产生于美国,然而其倡导的公共利益至上、责任政府及人本主义理念,对于中国正在进行的以构建服务型政府为核心的新一轮行政体制改革而言,具有一定的借鉴价值。
The new theory of public service is one that keeps pace with the new theory of public management, or a new substitutional mode of innovation in public management. A service-oriented government based on this theory features the value-orientation of putting people first, the idea of service with public interests as its target and the democratic participation conduct. Although this theory originated in the United States ,yet the ideas it has initiated of public interests being supreme, a responsible government and putting people first have certain reference value for the ongoing new round of the administrative system reform with building a service-oriented government at the core.
