摘要
本文运用杭州市档案馆所藏大量档案资料,分析了战后保甲制度在杭州地区的运作情况。在文中作者对保甲制度在法律层面及在实际操作层面作了细致的分析,作者着重分析了保民大会在战后的具体运作,保甲经费的筹集,从而对战后国民政府推行的保甲自治的实质进行了剖析。
Using large situation of Bao-Jia system in number of archives preserved in Hangzhou, this paper analyzes the operating Hangzhou area. The author probes into the system＇s operating in law aspect as well in dealing with practical affairs. The author＇s attention concentrates on the running situation of the people＇s conference of the Bao and fund＇s raising after the War. Basing on the work above, the author points out the real face of the autonomy of Bao-Jia promoted by the government after the War.
